En virtud de estos acuerdos, un refugiado (o para los casos en que se ha aplicado el medio de base de represión directa o ambientalmente al refugiado) es una persona que se encuentra fuera del territorio del propio país de esa persona (o lugar de residencia habitual si es apátrida) debido al temor de persecución en terrenos protegidos. Los motivos protegidos incluyen raza, casta, nacionalidad, religión, opiniones políticas y membresía y / o participación en cualquier grupo social particular o actividades sociales.
