Chávez y sus partidarios en la Asamblea Nacional han socavado la libertad de expresión a través de diversas medidas destinadas a influir en el control de los medios y en el contenido de su programación.

Igualmente han ampliado y endurecido las sanciones por delitos que penalizan el ejercicio de la libertad de expresión, han implementado una ley sobre difusión de radio y televisión que permite la suspensión arbitraria de canales sobre la base de una definición amplia de “incitación”, han limitado el acceso a información pública, y han abusado del control gubernamental de las frecuencias radioeléctricas para castigar a canales que emiten una programación abiertamente crítica.
