Gobiernos usaron la pandemia para reprimir la libertad de expresión

Gobiernos en todo el mundo, de China a Rusia pasando por Nicaragua, Venezuela o Cuba, utilizaron la pandemia como pretexto para reprimir la libertad de expresión o restringir el acceso a la información, afirma un informe de Amnistía Internacional publicado el martes.
En las 38 páginas de Silenciados y desinformados, la libertad de expresión en peligro durante el covid-19, la ONG detalla cómo desde el año pasado estos gobiernos «lanzaron un ataque sin precedentes contra la libertad de expresión, restringiendo gravemente los derechos», censurando redes sociales, cerrando medios y obstaculizando otros canales de comunicación.

Sanciones penales y acceso a la información

«En medio de una pandemia, se silenció y encarceló a periodistas y profesionales sanitarios», explicó Rajat Khosla, responsable de Amnistía Internacional. «Como resultado, la gente no ha podido acceder a la información sobre el covid-19, incluyendo cómo protegerse a sí mismos y a sus comunidades».
«Aproximadamente 5 millones de personas perdieron la vida a causa del covid-19, y la falta de información habrá probablemente contribuido», subrayó.
Así, ya en febrero de 2020 en China, donde el coronavirus se detectó inicialmente a finales de 2019, se habían abierto 5.511 investigaciones penales contra personas por «fabricar y difundir deliberadamente información falsa» sobre la naturaleza y el alcance de la epidemia.
En Nicaragua, «sumándose a la violenta represión de las protestas sociales iniciadas en 2018 y a un creciente número de leyes destinadas a restringir severamente el espacio a la disidencia, el periodismo independiente y la sociedad civil, el Parlamento aprobó la Ley Especial de Ciberdelitos en octubre de 2020», señala el informe.
Según el Centro Nicaragüense de los Derecho Humanos (CENIDH) esta «no solo reprime la libertad de expresión y de prensa en Nicaragua, sino que también impone la vigilancia y el control absoluto de las redes sociales, las plataformas digitales, los perfiles en línea de activistas políticos y defensores de los derechos humanos, y de todos aquellos que se atreven a oponerse a las políticas del gobierno», agrega.

También en Venezuela, «las campañas de desprestigio y estigmatización contra quienes critican al gobierno se intensificaron en el último año»

En los primeros ocho meses del estado de emergencia por la pandemia, 66 periodistas y trabajadores de medios fueron detenidos allí arbitrariamente, denuncia. Y pone el ejemplo de Darvinson Rojas, arrestado en marzo de 2020 en represalia por su información sobre la propagación del covid-19 y acusado de «apología del odio» y «instigación a cometer delitos», aún sin fecha para juicio.
Asimismo en Cuba, el Decreto-Ley 370, relacionado con la expresión en línea, pareció reforzar la censura durante la pandemia, con multas a periodistas independientes y «juicios arbitrarios» por compartir información y opiniones sobre el covid-19. Entre ellos, el periodista Roberto Quiñones estuvo detenido durante un año, subraya.
En la misma línea, la ONG con sede en Londres denuncia que en Rusia, la introducción de leyes contra las «noticias falsas» y las sanciones penales en relación con el covid-19 probablemente seguirán en vigor una vez que la pandemia haya terminado.
El informe también critica que muchos países obstaculizaran el acceso a la información modificando las leyes de libertad de información o suspendiendo la obligación de las entidades públicas a permitir que los ciudadanos accediesen a la información en su poder.
«Varios países europeos, entre ellos España, citaron la pandemia cuando relajaron o suspendieron los plazos para responder a las solicitudes de libertad de información mediante un estado de emergencia que suspendió los plazos de procedimientos de los organismos del sector público», afirma.
Y en Brasil la «medida provisional 928» suspendió temporalmente los plazos para responder a las solicitudes bajo la Ley de Derecho a la Información y prohibió a periodistas u otras personas apelar a las solicitudes denegadas.
En opinión de Khosla, además de combatir la desinformación «los Estados y las empresas de redes sociales también deben garantizar que el público tenga acceso sin restricciones a información precisa, basada en pruebas y oportuna».
